File bugs straight into Jira

Jira Cloud and Jira Data Center join GitHub Issues as places to file the bugs qlane finds.
When a test finds a bug, you can file it where your team already works. Jira Cloud and Jira Data Center now sit next to GitHub Issues in project settings: pick one, and bugs from failed tests go there.
